Sections 1 – 13 were deleted.

Sections 18 – 19 were deleted. The language would have made changes to the School Construction process.

Sections 20, 25 – 28, and 30 were deleted due to insufficient information regarding the need for the changes. Section 24, which sought to add an exemption from disclosure of public records, was deleted due to input from the Freedom of Information Commission.

In addition to the CPA quarterly reports, new language was adopted as follows:

• Requiring OPM to review the state contracting process – Concerns have been raised in recent years by nonprofits that the contracting system is wrought with inefficiencies that result in contract delays, which then results in payments to contractors being delayed. Many nonprofits have been forced to “float” the cost of the programs by tapping into their lines of credit or their reserves to ensure continuity of services.

• Creation of a Higher Education Financial Oversight Committee – The state’s colleges and universities have experienced severe financial challenges over recent years. The oversight committee will allow for legislative review and evaluation regarding the financial status of the state’s public higher education system.

The bill authorizes funds for several state agencies to allow them to cover shortfalls in the current fiscal year. Since it is difficult to anticipate extraordinary circumstances that may place additional demands on agencies (court orders, increased caseloads, public health concerns, etc.), deficiency appropriations are necessary in order for agencies to meet their fiscal obligations.

To (1) create an advisory council that provides analysis and recommendations concerning the imposition of new mandates regarding educator professional development and in-service training; (2) establish a state-wide educator professional development and in-service training records database; (3) repeal duplicative training mandates included in the in-service training requirements for educators; (4) add a twenty-mile radius limitation to the mandate that school districts send organic food waste to an authorized source-separated organic material composting facility; (5) allow local boards of education to directly deposit any unexpended education funds into the unexpended education funds account at the end of the fiscal year; (6) expand the reserve fund for regional school districts to include all educational expenditures; and (7) delay implementation of the FAFSA completion requirement.

This bill addresses several issues regarding the delivery of healthcare in Connecticut, workplace violence, and the safety of healthcare workers. The bill also has a provision to address the increasing number of medical school graduates who are unable to find a residency program. The bill includes the following:       ·        • Requires home health agencies to collect information as to who might be in the patient’s home when the healthcare worker visits and provide this information to agency employees prior to the scheduled visit.    ·        • Requires home health agencies to train staff on safety-related issues.    ·        • Requires home health agencies to report incidents of verbal or physical abuse to the Department of Public Health (DPH).    ·        • Requires Department of Social Services (DSS) to increase reimbursement to agencies who provide safety escorts for home visits.    ·        • Requires DPH to create a grant program for the purchase of safety technology and appropriates $1 million for the program.    ·        • Requires the Public Health Committee to create working groups to study the following a) staff safety issues for home health agencies, b) non-alcoholic fatty liver disease, c) health hazards for nail salon workers d) loneliness and isolation.    ·        • Creates a graduate licensure program for medical school graduates who were unable to get a residency position.    ·        • Requires DPH to provide educational material on gun violence to primary care providers for annual distribution to patients. Page 2 of 4 SB-1    ·        • Requires DPH and the Department of Consumer Protection (DCP) to study and report on prescription drug shortages.    ·        • Requires Department of Children and Families (DCF) to do in-person home visits when there is information that the parent or guardian has a substance abuse problem.    ·        • Prohibits hospitals from requiring physicians to participate in maintenance of certification (MOC) programs.    ·        • Prohibits certain insurers from denying reimbursement to providers who do not participate in MOC programs    ·        • Requires pharmacies to provide, for free, a drug deactivation and disposal system to patients receiving an opioid prescription. • Removes a current exemption from the Labor Relations Act for physicians and physician assistants (PAs) who work at DPH-licensed institutions.    ·        • Requires certain insurance policies to cover coronary calcium scans.    ·        • Requires DPH to develop a plan for healthcare facility readiness during cybersecurity attacks. It also appropriates $25000/year for 4 years for a related annual meeting.    ·        • Requires DPH to create an initiative to address health conditions affecting the brain.    ·        • Requires DPH to maintain a Parkinson’s Disease registry and a data oversight committee to monitor the registry.    ·        • Requires Department of Mental Health and Addiction Services (DMHAS) to create a program providing specialized treatment for schizophrenia spectrum disorder.

SB 2
AN ACT CONCERNING ARTIFICIAL INTELLIGENCE.

Bill Description:
To: (1) Establish requirements concerning the development, deployment and use of certain artificial intelligence systems; (2) establish an Artificial Intelligence Advisory Council; (3) prohibit dissemination of certain synthetic images; (4) prohibit distribution of, and agreements to distribute, certain deceptive media concerning elections; (5) require state agencies to study potential uses of generative artificial intelligence and propose pilot projects; (6) require the Commissioner of Administrative Services to provide training concerning generative artificial intelligence; (7) require the Chief Workforce Officer to (A) incorporate artificial intelligence training into workforce training programs, and (B) design a broadband outreach program; (8) require the Board of Regents for Higher Education to establish (A) a “Connecticut Citizens AI Academy”, and (B) certificate programs in fields related to artificial intelligence; and (9) require the Department of Economic and Community Development to (A) develop a plan to offer high-performance computing services, (B) establish a confidential computing cluster, and (C) conduct a “CT AI Symposium”.

General Note:
It was stated by members of the Committee (General Law) that this bill was still a work in progress and would likely see amendments on the Floor. This Bill does a number of things to address artificial intelligence. There were a number of changes made in the substitute language in response to testimony that was given at the Public Hearing over the private right of action if one feels they have been discriminated against using AI. The substitute language removed these concerns to allow for a private right of action. There were also concerns about the implementation of artificial intelligence for state agencies and the costs that this would create. Towards the end of the discussion, Senator Maroney stated that sometimes AI can have biases in outcomes due to the information that was input into the artificial intelligence. He gave a few examples and said that the Committee and the General Assembly need to be careful and make sure that artificial intelligence is accurately tested before being implemented. The substitute language also added enforcement under the Department of Consumer Protection as well as the Commission on Human Rights and Opportunities (CHRO).
